我国医学专业行业自律问题初探

An Analysis on Self-regulation for China' s Medical Profession

在中西方不同语境下对“专业”和“专业精神”等核心词语的理解和使用进行了界定。在此基础上提出我国医学专业行业自律的问题,对我国目前医学专业行业自律存在的种种问题加以解析,包括在政府行政管理体系下,行业自律尚未实现;行业组织的地位并没有得到法律认可;行业准则或行业规范的制定明显滞后;通过行政手段推行行业管理的效率不高等问题,并提出承认和尊重行业自律的专业性、建立相对有效的专业性内部机制等构建我国医学专业行业自律体制框架的基本思路。

This article firstly defines the two core terms of ＂Profession＂ and ＂Professionalism＂ in Chinese and Western linguistic contexts. Based on this, it proposes the issue of self - regulation for China＇s Medical Profession, and analyzes some key issues in current situation, including one issue that no legal authorization to professional organizations has been achieved under governmental control, and another issue is that the pre - existing regulations/ norms for medical profession is far lagging behind and low efficacy of governmental measures, etc.. This article concludes that establishment of self - regulation is crucial for the development of China＇s medical profession, which could be realized through respecting the characteristics of profession, establishing effective internal self - regulation system, etc.
