The Government Should Set up Cash Goal in State-owned Enterprises

随着我国国有资产管理体制改革的推进,各级政府逐渐成为国有企业的所有者权益的享受者。在现行体制下,政府作为国有企业股东应该采取何种手段实现出资者收益值得探讨。该文通过对国有投资收回方式的比较分析,指出现阶段各级政府股东对国有企业应通过收取现金收益的方式实现政府出资者收益,并说明实现该目标要注意的几个问题。

With the reform of the State - owned assets management system, the local governments began to get the owners＇ rights of State - owned companies. This paper analyzes the ways that the government uses to get its return. Then the paper draws the conclusion that the government should select the way of cash to get its return.
