Problems Existed in Human Resource Development in Countryside and the Countermeasures

我国农村人力资源开发存在人员素质低、缺乏完善的教育体系、劳动力转移无序等问题,需要构建基础教育、农村中等职业技术教育、农村高等教育、农村成人教育"四教一体"的人力资源开发体系,并实施人才开发与农村经济发展一体化战略以及建立城乡统一的劳动力市场。

There exist many problems in rural human resource development in China, such as low personnel quality, lack of perfect education system, lack of order in labour force transfer, etc. To improve the status, the countryside in China should build the human resource development system of ＂integration of basic education, rural secondary vocational and technical education, rural higher education and rural adult education＂, implement the integration strategy of talent cultivation with rural economic development, and construct unified labour force market.
