The Relation Between Movement and Accumulation of Humanity in the Rural Area

时空条件决定着事物的特性,空间的变化能够改变人的属性,包括生存状态,即迁移在个体发展中起着重要作用。当前,迁移是穷人人力资本积累的重要方式,能够迅速提高人力资本的积累效率,从而增加人们经济收入,改善人们生存状态。人力资本是中国农村贫困的决定性因素,特定的地理环境对个体的发展只具有制约作用。因此,鼓励贫困地区劳动力迁移、为其迁移创造良好的制度环境应该成为今后农村脱贫的主要政策取向。

Characteristics of things depends on the time and space. A person＇s attribute will change according to the space and the survival status. That means, migration is very important to one＇s development. The given geographic environment only limits one＇s development and humanity is the decisive factor to rural poverty in China. Migration can improve the efficiency of humanity＇s accumulation,increases people＇s income and makes people＇s state of subsistence better. So migration is an important way of the accumulating humanity to poor area now.
