In the legislation and implementation of laws, the conflict of interests is a decisive factor. The analysis on the interests groups of trade protectionism and free trade reveal the following trend： in the legislation of antidumping laws, the leading role is played by the interests of the trade protectionism; on the other hand, in the implementation of antidumping laws, the responsible executive officials also hold a stance of trade protectionism, which tells us the reason they advocate the trade protectionism interests with the ＂zeroing＂ method. In a word, the trade protectionism interests determines the course of US antidumping laws＇ legislative and implementing activities.
