略论我国数字信息生产制度改进的思路:一个基于社会信息成本的分析

在我国数字信息生产制度下,社会信息成本居高不下,造成这一现状的主要原因是重复建设与开发,技术效率较低、人性化口味不高、数字信息资源覆盖范围窄、缺乏整合等。解决这些问题,各级政府应当在对数字信息技术开发企业的激励政策与措施上、国家数字信息长远发展规划上、推广OA模式以及对这一领域内公共企业的建设上下功夫。

In our country, the social information cost are very high all the time. The main reasons of such situation are the followings, the repeatedly development, the low efficiency of techniques, lack of personality, the narrow scope of the digital information resources, lack of digital information resources integration, and so on. To resolve these problems, all levels of governments make efforts in the following aspects, making pelicies and methods en- couraging the firms in the fields of the development of the digital information resources, national long-rim developing program of the digital information resources, advocating OA model, and the construction of the public finns in this field.
