科学分析和判断油田开发形势和趋势,是制定开发政策、目标任务的前提和依据。围绕“百年创新、百年胜利”的发展愿景和“十一五”中国石化东部产量硬稳定的目标任务,胜利油田2006年以“断块、低渗透、海上三大调整,稠油、三采两大接替”为导向,通过深化油气发展战略研究,加强勘探开发、油藏与工程结合,加强老油田精细挖潜和结构调整,进一步提升了油田开发技术水平和管理水平,原油产量、产能实现稳定增长。在综合分析宏观发展环境和胜利油田资源、产量、技术接替形势的基础上,经过科学论证,提出了“十一五”期间胜利东部年均产油量稳定在2700×104t以上的工作目标。安排部署了2007年及今后一个时期胜利油田开发任务和重点工作。

Scientific analysis and judgment on situation and trend of oilfield development are the premise and foundation of setting the development policy and objects. Based on the development desire of 'Innovation for one hundred years and Shengli for one hundred years' and the object of stabilizing oil production in eastern SIN-OPEC during ' eleventh five ' , Shengli Oilfield is oriented at 'three adjustments ( fault blocks, low - permeability reservoirs and offshore reservoirs) and two supersedures( heavy oil and tertiary recovery) 'in the year 2006. The technology and management levels are improved further and the oil production and productivity are increasing steadily by taking a series of measures, such as the strengthening strategy study on petroleum development, enhancing exploitation and production,integrating reservoir study and engineering study, promoting refined oilfield potential exploitation and structure adjustment. Based on the comprehensive analysis of macroscopic development environment and current status of resources,oil production and technical supersedure in Shengli Oilfield,job target of more than 2 700 x 10*t of stable yearly average oil production is put forward in eastern Shengli Oilfield during' eleventh five' after scientific proof. The development tasks and key work are arranged in 2007 and a period of the future in Shengli Oilfield.
