针对以往转速继电器存在可靠性低等问题，提出了一种基于PCC的数字式转速继电器，着重分析了测频的原理和数字式转速继电器的工作过程，实际验证其工作可靠，完全满足现代电厂对相关转速保护的要求。

For the questions existed in common speed relay, such as low reliability, a digital speed relay based on PCC was proposed. The frequency measurement principle and operation process were introduced in detail the real operation shown that the new speed relay is qualified for the power station requirement.
