摘要
针对我国现行住房保障体系的现状和存在的问题,运用比较分析法、理论规范分析法,分析了其政治和经济学原因。认为政府职能的缺位,制度设计不够合理是当前经济适用房和廉租住房陷入低谷的根本原因。据此,提出了科学定位政府职能、完善相关法律法规、建立诚信档案等相关的政策建议。
Taking into consideration the present situation and existing problems of the current housing security system in China, this paper uses the comparison analysis and qualitative and quantitative analyses to study the political and economic causes for them. Absence of government functions and defective system-design are thought to be the main causes for the low ebb into which affordable and low-rent housing has fallen. Based on such analyses, the authors put forward some proposals about re-defining government functions, formulating related laws and regulations and establishing faith records.
