新疆位于祖国西北边疆,曾是闻名于世的古丝绸之路的必经之地,也是我国同中亚和欧洲各国经济文化交流的重要渠道。商业贸易一直在其经济结构中居于重要地位。盛世才主政时期,在六大政策的指导下,改善了与苏联的关系,采取了一系列发展商业贸易的措施,使新疆的商业贸易获得了发展。商业贸易的发展,特别是与苏联贸易的发展,对新疆经济的发展,产生了积极的影响。

Xinjiang is located in the northwestern region of China, the only route of the world-famous ancient silk-road, and it is also the very important for the cultural exchange and economy between countries of central Asia and Europe. Trade and business had always played an important role in its economy. In Sheng Shicai＇s time, the government tried to make better the relationship with U.S.S.R, promoting and bringing about great development in the trade and business between China and Russia.
