进入新世纪,地方政府的行为一方面促进了地方经济的增长并带动国民经济高速发展,另一方面则产生了严重危害宏观资源优化配置的地方保护主义。以此为出发点,通过对经济体制转轨时期,在产业结构调整过程中常见的政府间对地方保护政策制定的博弈行为进行具体的分析、研究,并建立有关模型,探索其中的均衡。最后,对如何消除地方保护政策提出解决措施。
