摘要
中国西北自古就是连接中亚、西亚、南亚和欧洲等地的枢纽,曾为古“丝绸之路”的开通和繁荣发挥过巨大的作用。如今仍以其地理位置的独特性和不可替代性,发挥着引进中亚能源的桥头堡作用,且肩负着向中亚地区输出中国产品的重任。中国的能源进口多元化战略与中亚国家能源出口多元化战略既形成了国家利益的互补,也体现了经济结构和技术力量的互补。目前聚焦中国西北的能源合作已成为“丝绸之路”重要路段沿线国家关系的重要内容,并呈现出广阔的前景,但是也存在一些难点和问题,关涉相关国家的能源安全,需要在“上海合作组织”的框架内探讨、协调和解决。
Since ancient times, Northwestern China has been the hub to connect with Central Asia, Western Asia, Southern Asia, and Europe, etc. and played a gigantic role in the opening-up and prosperity of the ancient silk road. At present, due to its geographical location uniqueness and nature not to be substituted, it is playing a bridge head role in introducing the energy from Central Asia. At the same time, it also shoulders the heavy duty to export Chinese commodities to the Central Asian regions. The multiple strategies for the energy import of China and that for the energy export of Central Asian countries have not only formed the mutual supplement of national interests, but also realized the mutual supplement of economic and technical forces. At present, the energy cooperation focusing on Northwestern China has be- come an important content of the countries along the crucial sections of the 'Silk Road', and is demonstrating a vast perspective. However, there are some difficult points and problems concerning the energy security of relevant countries, which should be dealt with, coordinated and tackled in the framework of the "Shanghai Cooperation Organization".
