摘要
基于人力资本理论的企业人力资源开发是人力资本投资行为;人力资源开发的基本功能是形成和增加员工的人力资本、扩大企业人力资本的规模、有效提升企业的组织资本;人力资源开发活动存在规律性特征。
This paper thinks that the business human resource development is the human capital investment behavior according to the human capital theory; The basic functions of the human resource development are formation and increase the employee's human capital, extend the scale of the business human capital and promote the organization capital of the enterprise effectively; The human resource development activity exists the regulation characteristic.
