Probe into the Legislation on the House-site in the Countryside

改革与完善中国农村宅基地法律制度具有现实必要性和法律空间。农村宅基地立法要遵循一定的思路与原则,并应注意处理好几个方面的关系。农村宅基地的立法工作可以从四个方面考虑:逐步建立健全宅基地法律法规体系;加强和完善宅基地管理的执法体制和手段建设;加强法制宣传,提高宅基地管理人员及农民的自觉守法意识;加快立法步伐,尽快制定国家《农村宅基地管理条例(草案)》。

It is necessary and practical to inform and improve China＇ s legal system of house - site in the countryside. Certain principles should be abided by and a couple of relationships should be handled well in the legislation of the house - site in the countryside. The task of legislation may be carried out from the following four aspects： 1 ） to establish and perfect the laws and decrees system of house- site; 2） to reinforce and perfect the enforcement system and devices of house - site administration; 3） to strengthen the publicity of legal system and to raise the legal consciousness among house- site administrators and farmers; 4） to accelerate the legislation and draw up the national ＂Regulations on House- site Administration in the Countryside.
