摘要
[目的]探索建立与经济和社会同步发展的、有效整合和利用资源的城市社区健康教育与健康促进工作体制和机制。[方法]通过分析自贡市城市社区健康教育与健康促进工作的行政与执行部门的结构关系和工作状况,揭示城市社区健康教育与健康促进工作的组织特点和不足,提出建立新模式的原则性建议。[结果]当前城市社区健康教育与健康促进工作主要的管理缺陷表现为:①管理体系中缺乏起主导作用的核心力量;②各纵向组织间的横向联系很少;③社区健康教育与健康促进工作的作用与地位不协调。[结论]在现行体制下从3个方面健全城市社区健康教育与健康促进工作的管理:①调整相应行政管理体系,形成主导性的管理体制;②横向协调,整合资源;③完善各机构的内部管理。
[Objective] To explore and put forward a new management mechanism of city community work of health education and health promotion, which can effectively integrate and utilize resources, and synchronize with the development of economy and society. [Methods] The structural relationship among administrative departments and executive departments and their work were analyzed to reveal the organization characteristics and insufficiencies in health education and health promotion in city community, and further to put forward a new mechanism. [Results] Three leading insufficiencies of current system were as follows: ① Be lack of dominant strength in management system; ② Cooperation among related departments were insufficient. ③ The importance of health education and health promotion in community were neglected. [Conclusions] We can improve the management mechanism in three aspects: ① Adjusting current administrative management system, and constructing dominant management mechanism; ② Promoting cooperation among related departments and integrating various resources; ③ Perfecting inner structure and management of the departments.
