摘要
2006年是我国“十一五”规划启动的一年,是城市交通规划编制工作蓬勃发展的一年,也是公共交通优先发展政策取得实质性突破的一年。盘点2006年中国城市交通规划,协同总体规划修编、“十一五”规划的编制和城市交通发展趋向,城市交通规划从编制阶段、模式与侧重都有了新的变化,区域交通规划、城市交通战略规划、城市综合交通规划、公共交通专项规划、近期交通规划等层面交通规划的发展也推向了一个新的高度。新时期城市交通规划的作用更加突出,如引导城市空间结构的发展,降低城市化、机动化带来的负面影响,公共交通优先发展和优化交通出行结构等等,其中公共交通优先成为2006年城市交通发展的主旋律,使得城市交通走向更加持续、更加健康之路。
The 1 lth 5-Year Plan in China was starting in 2006. In that year, many cities have made significant progresses in developing their urban transport plan and relevant public transport priority policies. To complement the Master Plan and the 1 lth 5-Year Plan, regional transport plan, urban transport strategic plan, urban comprehensive transport plan, public transit plan and short-term transportation plan have also been developed by following the national-wide new planning and development trend and focus points, in terms of guiding the urban land development, reducing negative impacts of urbanization and auto-mobilization, optimizing travel pattern, giving transit priority, etc. Among these new ideas, giving transit priority is the main theme of the urban transport planning and development in 2006, leading urban transport to a more sustainable and healthy way.
