转型时期和地区发展二元结构双重约束条件下西部地区政府竞技体育管理方式研究

Governmental management modes of competitive sports in China western regions during transformation era and under dualistic economy

从理论和实践层面为西部地区政府在促进本地区竞技体育发展中探寻一种具有较强操作性的管理模式,通过中外政府竞技体育管理方式的回顾与比较,揭示转型时期和地区发展二元结构双重约束条件下西部地区竞技体育事业发展模式的缺陷和由此产生的诸多深层次矛盾,探讨“两个约束”条件下西部地区竞技体育管理方式转变的新趋势,以及政府发展竞技体育的新途径等,认为西部地区有必要选择一种以突出政府强势作用为特征的政府直接干预为主的发展模式。

Through comparison of both the Chinese and foreign competitive management modes, this paper endeavored to reveal the weaknesses and difficulties brought by the Chinese governmental management modes during the transformation era and under the dualistic economy. It was seen that the government direct intervening mode should be chosen in order to improve the competitive sports in China western regions.
