党的十四届三中全会通过的《建议》，提出了国民经济和社会发展的重要指导方针，本文从涂料工业的现状出发，结合《建议》的纲领，提出了涂料工业发展的对策和战略，并从财务分析上找到了该战略实施的理论依据。

The 'Recommendation, adopted by the fifth plenary session of the 14th central committee put forward the important guideline for the development of the national economy and society. According to the guideline and the current status of the coatings industry, the author raised the coucher-measure and the strategy for the development of the coatings industry. The author finds the theoretical basis from finiancial analysis for the implementation of said strategy.
