英国、瑞典社会救济制度及对中国救济制度的借鉴意义

社会救济制度作为社会保障体系有机组成部分,是公民应享有的基本权利,是国家应履行的保证公民在非常时期的生活权利的法律职责,是政府解决社会问题的重要措施,也是稳定社会经济、政治秩序的一项重要内容。所以社会救济是公民应当享受的权利,是国家政府的义务。任何人不能够随便剥夺公民的这一权利。本文主要介绍英国、瑞典这两个福利国家的社会救济制度的建立发展及对中国救济制度的借鉴意义。

As a necessary part of the social security system, bennfiting from the social relief system becomes a basic right of the the citizen, a legal obligation performed by the state to ensure citizens＇ life rights during the critical periods, an important measure to solve social problems and an important aspect of maintaining the steady social economy and political order. That is, the social relief is the right of citizens and the obligation of the state and local governments. Nobody is allowed to deprive the basic right of citizens. This article mainly introduces the social relief systems of Britain and Swenden, which are two welfare states. How are the systems of the two states established and developed？ And what＇s the meaning for China＇s social relief system？
