随着政府理念、市场竞争、电信技术的发展，现代管制面临更多的挑战。作为公共政策设计。管制设计研究主要采用“自上而下”的研究思路，但传统理论与方法的局限性渐趋明显。本文探讨了利用先追的工程软件——swarm将管制决策工程化的可行性。
As for the development of policy mode, market competition, and telecommunication technology, regulation nowadays encounters more challenges. The study of regulation is always researched on the method of ＂up-down＂ route as the public policy design and it reveals its limitation not only in theory but also in methodology.
