摘要
本文通过对我国卫生人力资源的数量、质量、结构和分布等问题的分析,探讨了产生这些问题的经济、社会、政策等方面的因素,认为政府投入不足、城乡卫生资源的配置不合理以及缺乏有效人力资源配置机制和政策机制,是导致这些问题的主要因素,并据此提出改善我国卫生人力资源质量和能力的政策建议。
Through the analysis of the number, quality, structure and distribution of China' s rural healthcare centers, the paper discusses the economy society and policy concerning with them, and points out the problems of China' s rural healthcare centers are caused by government' s inadequate investment, irrational allocation of urban and rural health resources and deficiency of effective human resources allocation and policy mechanism and based on these facts, proposes a pohcy proposal for improving the human resources and abilities of China's rural heahhcare centers.
