摘要
文章将废弃露采矿山治理概化为岩质边坡绿化和废弃地整治两大工程,采用单位面积标准投资估算法,分析确定治理工程投资的社会经济状况、岩质边坡形态特征、环境破坏程度等影响因素系数,并用工程实例确定岩质边坡工程绿化单价系数和废弃地整治单价系数。根据上述方法估算了镇江市规划期内(2006~2010年)废弃露采矿山环境治理工程总投资。
Environmental control on abandoned opencast mines is a new approach to achieve sustainable utilization of resources. Due to the absence of appropriate methods on investing assessment of related projects, it is difficult to enact controlling policies and make the decision on investment. This paper generalized the environmental-control projects as two parts: side-slope greening and abandoned-land renovating. The unit-acreage assessing method was used, and the coefficients affecting the project investment such as the economic status, the shape characters of slideslope and the degree of environmental damage were analyzed. Based on a project example, the unit-price coefficients of the side-slope greening and the abandoned-land renovating were demonstrated. By applying the above method, the sum investment of environmental control project on abandoned opencast mines in the city of Zhenjiang during the Plan's period (from 2006 to 2010) was also assessed.
