In recent years the civil financing of our country develops quickly, which resulted in huge burden to the small and medium-sized enterprises in the growth when the civil funds provides support to them. The civil financing and the community banks are combined together, to set up financing terrace for the smalland medium-sized enterprises and the community will provide them with more reasonable and convenient financing outlet.
