随着经济的全球化,未来城市的竞争不再是简单的个体竞争,而是城市群之间的竞争,是区域与区域之间的竞争。苏锡常要在激烈的国内国际竞争环境中应对挑战、赢得机遇,必须要解决攀比竞争有余、联动发展不足,城乡资源配置低效化,结构性矛盾比较尖锐的问题,以都市圈的构建为手段,加强区域协作,充分发挥和整合现有资源,推进和提升产业结构的整体优化,从而营造“两个率先”所要求的新的区域领先优势。

In the process of economic globalization, the competition between cities shifts from individual competition to that between large metropolitan circles, or that between different economic zones. In the fast process of integration of the cities of Su--ch＇ou, Wu--xi and Ch＇ang Ch＇ou, such a large metropolitan circle runs into a negative individual competition which is sure to lead to the failure of an integrated development, effective distribution of resources and the formation of a sound industrial structure. To meet both a fierce international competition and valuable chance of development, the metropolitan circle should integrated well to strengthen regional cooperation so as to promote a optimized industrial structure and its fast update, which will surely help the quick formation a well--integrated metropolitan circle with leading advantages.
