皇帝借官吏之手实现对人民的统治,官吏代表皇帝,作为皇帝的化身直接统治人民。然而官吏有良莠之分,素质不一,对巩固封建统治,安定社会秩序,也具有不同的作用。

The emperors ruled the people with their officials. The officials represented emperors and ruled the people. However, their qualities as well as talents were different, and they functioned＇differently in terms of solidifying the feudal ruling and society stabling.
