摘要
随着“服务型政府”理念的建立,提高公务员整体素质已迫在眉睫。本文采用冰山理论、胜任素质理论等方法,从公务员十个基本素质入手,对吉林省政府机关部分公务员进行了问卷及测试调查,并针对存在的问题进行分析,提出建议,旨在探索和创新公务员管理的有效途径。
with the establishment of the idea of the Service-typed Government,it's urgent to improve the quality of the civil service. The author adopts the theories of iceberg and quality qualified and has made investigation of questionnaire and test on the base of the elementary qualities of a civil servant.Then,the author analyses the problems and makes advice to explore and innovate the way to manage the civil servant.
