防洪与社会经济系统可持续发展协调度研究与应用

Research and Application on Coordination Degree of Sustainable Development between Flood Control System and Social Economics System

根据可持续发展原则,分析防洪与社会经济系统之间的关联性,提出防洪与社会经济系统可持续发展协调度的概念,构建评价指标体系,并利用较为客观的因子分析法和模糊数学方法,计算分析1979年以来鞍山地区防洪和社会经济系统的综合评价指数以及可持续发展协调度指数,得出有意义的结论,进而对鞍山防洪体系的进一步完善提出政策建议。

According to the principle of regional sustainable development, this paper analysed the relativity of flood control and social economics system, then put forward the concept about the coordination degree of sustainable development between them, and constructed the appraisal index system. By using factor analysis and fuzzy mathematics method, the coordination degree and comprehensive index between flood control and social economics system in An-Shah district from 1979 to 2003 was calculated and analysed. Then some significant conclusions were concluded, and finally some policy adviees were put forward to perfect the flood control system of Anshan district.
