On the Theoretical Basic and Realization Condition of Spanning Development in Undeveloped Regions

对国内外欠发达地区跨越式发展的理论与实践研究表明:欠发达地区跨越式发展需要实现观念、技术和制度的3个跨越。目前,河南省欠发达地区在思想观念、经济基础、政策环境和基础设施等方面已具备了实现跨越式发展的基础条件。

The theoretical and practical research of spanning development in undeveloped regions show that the spanning development of undeveloped regians needs to realize the spans of its ideas, technology and mechanism. After over 20 years＇ reform and opening up, undeveloped regions in Henan province have had the basic conditions in ideas, economy, policy and infrastructure of spanning development.
