关于长阳土家族自治县招标建设专业村模式调查

An Investigation into the Mode of Constructing Specialty Village by Inviting Public Bidding in Tujia Autonomy County in Changyang

梳理了长阳土家族自治县招标建设专业村的模式。通过招标建设专业村,培养了干部的“草根”理念,增强了群众科技兴农意识,改善了农业生产条件,促进了产业结构调整,产业化进程加快。但也存在一定问题,如招标方案有反复,专业村建设不连续,扶持资金到位难,龙头企业不多,农产品流通渠道有限等。最后提出了相关建议:一是优化招标制,二是科技服务市场化,三是优化农业生产结构,四是搞活农产品流通,五是大力开发精品名牌,六是扶持龙头企业发展。

This paper investigates the mode of constructing specialty village by inviting public bidding in Tujia Autonomy County in Changyang. This mode fosters the cadre＇ ＂grassroots＂ thought, strengthens the mass＇ awareness of boosting agriculture through science and technology, improves the condition of agriculture production, accelerates the adjustment of industry structure and quickens the pace of agriculture industrialization. But. the following problems exist ： the constant change of the bidding scheme, the discontinuity of construction of specialty village, the difficulty of allocating supporting fund in its fight place, the insufficiency of leading enterprises, the inadequacy of the circulating channels of farm produce. The following suggestions are mentioned： 1. optimize the system of public bidding; 2. market the service of science and technology ; 3. optimize the agriculture production makeup ; 4. activate the circulation of farm produce; 5. develop first-rate brand products; 6. support some leading enterprises.
