Financial System Reform of Higher Education:International Experiences and China's Choice

20世纪90年代以来,全球高等教育得到了很大发展,但许多矛盾与问题也凸现出来,其中教育经费短缺就是突出问题之一。传统的高等教育财政体制已愈来愈不适应现代高等教育的发展,改革传统的高等教育财政体制,拓宽教育经费渠道,提高财政投资的效率和效益,建立与时代发展相适应的现代高等教育财政体系已势在必行,并已成为各国高等教育财政改革的普遍趋势。中国高等教育财政体制改革既要学习和借鉴国外经验,又要立足中国国情,在公共财政框架下探索和建立我国高等教育财政与管理体制。

Since 1990s, global higher education has been greatly developed, but there are also some contradictions and problems, one of which is the shortage of educational fund. The traditional higher education financial system cannot meet the requirement of the development of higher education. It is necessary to reform the traditional higher education financial system, to widen educational financial sources, to enhance the efficiency and benefit of financial investment, and to establish a modern higher education system adapting to the modern development, which has become a popular tendency of higher education financial reform in every country. Financial system reform in Chinese higher education should learn and borrow experiences from foreign countries based on the current situation in China, in order to explore and establish a financial management system of higher education.
