论青藏高原特色经济发展

On the Development of Economy with Local Features in Tibetan Plateau

青藏高原具备发展特色经济的一定经济基础,发展特色经济是青藏高原经济结构优化升级、快速发展的切实需要。文章提出了青藏高原发展特色经济的基本思路、战略重点、特色产业的选择与定位等总体构想,以及积极争取国家政策资金支持、进行体制和科技创新、开发人力资源、加强地区经贸合作、加大对外开放等特色经济发展的政策措施。

Tibetan Plateau has some foundation to develop its economy with local features. The development of economy with local features is the need of optimizing economic structure and rapid development. In this paper, the author puts forward a whole package of the basic idea, strategic points, and the choice of industries with local features. Meanwhile, the winning of financial support from central government, innovation of system and science and technology, the development of human resources, strengthening of economic and trade cooperation further opening up to the outside are proposed to develop economy with local features.
