警察教育在中国清末、民国期间都被视为是警察行政的一项重要内容。“行政化”是中国警察教育始终坚持的原则。同时,中国警察教育作为一种特殊的职业教育,一直是自成体系,与普通国民教育少有甚至没有联系。警察教育的师资因承担了一定的警察行政职能,也具有“警察教官”身份,纳入行政系统管理,具有警察身份。

Chinese police edueation had administrative characteristic when it originated in the last stage of Qing Dynasty. It was regarded as all important part of policing. And it was a principle to keep the administrative quality of police education during Qing and Modern China. Being a kind of speeial vocation education, Chinese police education had been having its own system, having few connections with ordinary civil education. Teachers of police were also being seen both as polieemen and drillmasters. These are based on the administrative, practical characteristics of Chinese police education.
