摘要
针对黄河下游引黄灌区目前运行管理中存在的主要问题,从引黄灌区的管理体制、水价制度等角度,提出了“专管机构+用水户协会+农户”的灌溉运行管理模式及相应的配套保障措施,探讨解决灌区运行管理中存在的问题,推进灌区管理体制改革,建立适应社会主义市场经济的灌区良性运行机制,加强工程管理,提高灌区经济效益的途径和方法。
Aimed at the problems existed in the operation and management of Yellow River Irrigation Area. From the angles of management system and water price system, the managernent pattem of ＂Special Management System ＋ Water Consumer Union ＋ Peasant＂ and the relevant guarantee measures were put forward, the path and the method of solving the existent problem of irrigation area and infusing the management system reform, building of the fine mechanism adapted socialism market economy, strengthening the engineering management, raising to the economic benefit of irrigation area were discussed.
