科学发展观对我国通信企业的可持续发展具有重要的战略指导作用。目前存在着通信市场结构失调;固定资产投资模式尚未根本改变;通信服务质量提高不明显等问题。因此,必须加强完善通信市场管理体制,提高资源配置效率;加大业务开发力度,借助3G实现通信企业战略转型;扼制通信重复建设投资,提高投资效益;加强区域协调,提高弱势群体的通信水平;以用户为中心,改善服务质量等方面的工作。

Scientific view of development plays an important role in the sustainable development of communication enterprises. At present, the problems, such as the structure maladjustment of communication market, the not thoroughly changed investment pattern of capital assets and the lack of improvement for communication service quality, still exist. Hence, we must enhance the management system for communication market, raise the investment efficiency and realize the strategical transition of communication enterprises by 3G. At the same time, we must stop the investment of redundant communication construction to raise investment efficiency, strengthen regional coordination to increase communication level, and center on the users to improve the service quality.
