摘要
全球信息化浪潮的到来使得电信业的发展速度日新月异,然而当前我国电信市场的规范与发展却仍存在着许多不足,电信运营商之间的恶性竞争值得反思。因此,必须采取相应的措施,加强法律管制,规范电信市场。本文在指出有效竞争是电信业进一步改革的目标之后,指出在我国市场经济建立的今天,有效的市场竞争在于制度的创新,并且提出了制度创新的路径选择。
The benefits that the reform of telecommunication has brought to China are obvious. But there exists ineffective competition among telecommunication companies. Firstly, this paper points out that the effective competition is the next goal of telecommunications reform. Then from the logic of market economy, it deduces that the valid market competition lies in the institutional innovation. From the analysis of the cost income, the principal parts and the methods of institutional innovation are found.
