Building Platform for Shanghai State Capital Investing Operation

上海在建设现代服务业方面,要从以硬件建设为主逐渐向软件建设为主过渡。这个软件的中心之一,就是以创新为核心的国有资本投放。

When urbanization is going to be completed, Shanghai needs to consider for its development in the future. It has to define its role in the progress of modernization of China, and choose the scientific developmental way to build the city' s core competence. The key point is that Shanghai should play the role of the state capital, and put the four requirements——establishing an innovative mechanism, transformation of the mode of economic growth, maintaining and increasing the value of state-owned capital, promoting the development of western regions and the country's modernization——together with the 'four cores' and the 'four firsts', contributing to the harmonious development of national level. The author suggests Shanghai to build the modern national service industry by setting the state capital investment as the platform and creation as the core. Also, Shanghai has to gradually change from focusing on hardware building to software building. The center of software is the state capital investment and operation system with a creative core.
