行政管理系统是一个与人类社会相结合的复杂的系统,它必然随着人类社会的发展不断发生变化。本文尝试从农业社会、工业社会以及将要迈入的信息社会三个阶段来分析行政管理系统的控制结构,从而为现代社会的行政管理系统的构建提供一种分析和观察的视角。

The administration system is a complex system combined with the human society which inevitably and unceasingly changes along with the development of the human society. This article attempts to analyze the control structure of the administrative system from the following three stages： the agricultural society, the industrial society and the information - based society so as to provide an angle of analysis and observation for constructing modem society＇ s administrative system.
