党的十六大以后,江苏按照科学发展观的要求,围绕“两个率先”的目标,努力率先发展、科学发展、和谐发展,积极构建和谐社会。和谐江苏,是与江苏“两个率先”进程相适应,在社会领域逐步实现社会利益协调平衡、社会环境文明祥和、社会运行平稳有序、社会资源科学利用的一种整体和谐状态。为扎实推进和谐江苏建设,要建立起一套评价指标体系。要进一步合理调节收入分配;积极促进就业与再就业;着力完善社会保障;加大教育卫生事业投入;切实保护和改善生态环境;加强和完善社会建设与管理。

Since the 16^th National Congress, Jiangsu Province, according to the requirements of scientific development theory and focusing on the goal of the ＂double leads＂, strives to take the lead in the development, develop scientifically and harmoniously and actively build a harmonious society. A harmonious Jiangsu conforms to the process of the ＂double leads＂, tries to achieve a whole harmonious state such as balanced social interests, a civilized social environment, orderly social operation and scientific exploitation of social resources, etc. Therefore, in order to speed up the process, we should establish a system of evaluation guideline. We should adjust well income distributions, promote employment and reemployment, improve social security, invest more into education and health care, protect ecological environment and improve social construction and administration.
