摘要
进入新世纪,伴随着社会经济的发展,我国正在建设公共服务型政府,这对公务员的有效的公共服务提出了很高要求。新公共服务理论的产生对传统公共行政理论与新公共管理理论提出了挑战,对于引领我国建设公共服务型政府意义重大,更为理解公务员精神提供了一条新的思路。结合新公共服务理论,对公务员精神的实质做了分析,对我国公务员在公共服务中存在的问题进行了阐述,并对培养公务员公共服务精神的途径加以探索,这些理应成为题中之义。
With the social and economic development in the new century, China is developing a government of public service, which demands highly for efficient public service from civil servants. New public service theory poses a challenge for traditional public administration theory and new public management theory, which is significant in guiding our development of a public service government and offers a new way of thinking for the understanding of the civil servant's spirit. This paper makes an analysis of the nature of the spirit by virtue of new public service theory, expounds about problems and explores the ways of fostering the spirit.
