In the past semi-century, Multi-campus College and University Systems have become the dominant mode of public higher educational governance in the United States. The core question of the interior administration in these multi-campus universities is the division of power between the system headquarters and their campuses in terms of their administrative power, academic power and other benefit community power. In fact, managing a multi-campus university is a course of seeking one balance. Challenging attention of the connection between the system headquarters and their campuses, efficiency and benefit, centralization and decentralization are significant in discussing the management models of American multi-campus university.
