Limitation and Transcendence of the Humanities and Social Sciences Evaluation

人文社会科学的评价问题在当前引发了许多争议和非议。专家系统及其同行评议在中国所受干扰太多,伴随“学术经济化”的现象出现了评价者角色的失范。量化评价方法具有一定的合理性,但它毕竟只是管理的工具,其作用不可高估,在学术活动中仅供参考。在现实情况下,学术机构的官本位决定了学术独立的困难,过度行政化导致学术腐败。人文社会科学的发展要求与之相适应的评价体系,但评价体系往往具有滞后性和有限性,突破性成果不符合评价标准之事时有发生,必须了解对评价体系的这个基本限制,努力寻求超越之道。

Presently many controversies and hostile opinions have been put forward about the evaluation of the humanities and social sciences. Along with the economicalization of academic researches, expert system and peer review are subjected to more outside interference in China, and the evaluator does not play its original role. Reasonable as it is to some extent, the evaluation method of qualification is just a management tool with confined function, namely, only providing a reference in the academic activity. In the particular environment of China, the official-oriented and over-bureaucratized academic organizations have hindered academic independence and caused academic corruption. The further development of the humanities and social sciences requires its corresponding evaluation system that usually develops posteriorly and functions restrictedly. Since there are often many outstanding achievements disagreeing with the evaluation standard, this basic limitation of evaluation system has to be well borne in mind to get just and sound evaluation results.
