西部地区自然资源开发状态及其效益评价

Natural Resource Exploitation Extent and Efficient Appraisal of Western China

分析了西部地区的资源特点,在资源安全评价公式的基础上,对西部地区资源开发状态和程度以及开发效益进行了评价。结果表明:虽然目前西部地区资源环境的综合开发指标与东部和中部两地有相当大的差距,但是考虑到西部地区相对脆弱的资源环境基础,这种开发程度已经达到了相当高的水平;在资源环境开发效益方面,目前西部地区只有0.43,这与地区产业结构演进缓慢和部门产出较低有关。

This paper analyzed the resource characteristic and appraised the resource exploitation extent and efficiency of western China. The results indicate that： Integrated resource-environment exploitation state index of western China is 0.67. Although it still has some gap between eastern and middle China, considering its frail resource-environment base, the index is still relatively high. Resource-environment exploitation efficiency index of western China is only 0.43 which is under the eastern and middle China by far. Reason is tardy industry structure evolvement and low sectional output.
