城乡统筹发展定量评价指标体系的构建

Construction of the Indicator System of the Quantitive Evaluation for Urban-Rural Intergrated Development

在论述构建城乡统筹发展定量评价指标体系指导思想的基础上,提出城乡统筹发展定量评价指标体系应由4个子系统构成,即经济统筹发展、社会统筹发展、人民生活统筹发展及设施环境统筹发展。在每个子系统精选的指标中,既要有反映城市带动农村发展的指标,又要有反映城乡发展差异的系数指标。以2020年为达标年,探讨了部分指标选择的原因及各指标的目标值,并设计出城乡统筹发展定量评价的差异系数和计算方法。

This paper brings forward the indicators system which is made of four subsystems based on the guiding ideology of constructing the indicator system of the quantitive evaluation for urban-rural integrated development. Each subsystem not only has some indicators to reflect the cities pulling effects for its rural areas, but also has some indicators to show the differentiation in the development between the cities and its rural areas. By taking 2020 as the target year, the paper designs the differentiation coefficient and the calculating methods of the quantitive evaluation for urban-rural integrated development based on discussing the target values of each index and the causes of the some index selection.
