安全管理由近代的事故管理,发展到现代的隐患管理。本文概述了福建省渔业船舶安全管理状况和安全管理相关法律、法规的规定,分析渔业船舶安全管理工作中存在的问题和原因,提出在市场经济条件下构建渔业安全生产体制,促进渔业生产的发展;加强对港、船、人的管理,建立健全渔业船舶安全管理体系;规范渔业船舶安全管理实体组织,控制隐患,消除危险,夯实安全生产基础。

Safety management, from modern age of trouble management, develops to a modern hidden risk management. This article describes Fujian fishery ships safety management condition and related law, regulation, and analyzes the existent problem of fishery ships safety management, put forward that to set up the fishery safety production system, promote the development of fishery production under the market economy condition; strengthen the management of the harbor, ship, person, build up a sound safety management system for the fishery ships; regulates the organization of fishery ships safety management, control hidden risk, cancel dangerous, lay the foundation of very safe production.
