领导团队和师资队伍建设则是高职院校发展和建设的核心要素。文中在分析实施人才强校战略重要性的基础上,探讨了加强领导团队特别是二级学院领导团队建设的目标和思路,论述了强化师资队伍建设、落实人才强校"四大工程"的具体措施,提出了以人为本完善人才管理制度,确保人才队伍建设落在实处。

Leadership and teachers team are key factors to develop and develop higher vocational colleges. Based on the analyses of executing the strategy of strengthening our college by human with ability, this paper discusses the construction target and route of leadership especially the leadership of subcolleges. At the same time, ＂Four Engineerings＂ are addressed to realize the goal, the relative manage system is put forward to ensure the construction work be practicable.
