西部欠发达地区构建和谐社会的法律思考

Thoughts on Some Legal Problems in Constructing Harmonious Society in Undeveloped Regions of Western China

实现区域经济与社会发展的有机协调与相对平衡,是构建社会主义和谐社会的题中应有之义。针对西部欠发达地区自然地理特征、经济发展水平、人文状况等多种特殊性因素,西部欠发达地区法治建设目前应重点就解决农村社会保障问题、处理好国家法与民族习惯法的关系、实现民族区域自治与社会稳定、保护生态环境等方面进行法律制度创新。同时,应着力培育社会公众的法律意识和法律信仰。

Realizing organic coordination and relative balance of region economy and social development is one of goals of setting up socialism harmonious society. Aiming at special factors of undeveloped regions in western China, such as natural geography, economic development level and humanities conditions,etc. , the construction of legal system in western region should be concentrated in resolving rural social guarantee problem, handling the relation between national law and race common law, realizing autonomy of minority nationality region and social stability and protecting ecosystem environment. At the same time, we should enhance public service, accelerate administration by law and cultivate law consciousness and faith of public.
