日本技术性贸易壁垒对我国农产品出口影响及对策研究

The Countermeasures Against Japans TBT Influence on Chinese Agricultural Products Export

日本是中国农产品最大的出口市场,自乌拉圭谈判之后,日本以非关税壁垒形式出现的技术性贸易壁垒在中日农产品贸易中的影响日益明显,严重阻碍了我国对日农产品出口。尤其是2006年5月29日,日本农产品《肯定列表制度》的实施,对所有进口农产品的化学品残留限量标准做了更为严格的规定。为了减少日本农产品技术性贸易壁垒对我国农产品出口的影响,须从国家和企业的角度制定提出了我国农产品应对日本技术性贸易壁垒的措施。

Japan is China＇s biggest agricultural export market. Since Uruguay Round of Multilateral Trade Negotiation, Japan＇s Technical Barriers to Trade （ TBT） non -renvenne restrictives has deeply hindered China＇s agricultural products export. On 29th, May, 2006, Japan launched Japanese Positive List System for Agricultural Chemical Residues in Foods, which inrolves even more severe regulations than the previous system. In order to reduce the influence of Japanese TBT on Chinese agricultural products export the paper raises different countermeasures from the aspects of both government and enperprise.
