Learning-type city is one of the major signs in realizing urban modernization. Building up the learningtype city can upgrade the rank of city culture and improve its integrate competitiveness so as to accelerate social harmony. To construct the learning-type city should be directed by the scientific concept of development, and also the principles of sustainable development, of the unity quality and of the regional socio-economic development characteristics should be adhered to. We may campaign a universal learning activity among city citizens in order to create a favorable learning atmosphere in which every one wants to learn and likes to learn by himself/herself, thus the rapid development of the learning-type city may come true.
