从新普育堂看慈善组织与政府机构间的互动(1912-1937)

Interaction Between Charitable Organizations and Governmental Agencies Viewed from Xin Pu Yu Tang(1912-1937)

北洋政府时期由于中央政权的弱化,对慈善事业的协助只能依赖地方政府。上海地方政府对新普育堂进行了积极的扶植和协助,但在管理上并未进行全面的介入和干预,对新普育堂的监督主要来自社会舆论,新普育堂与政府机构之间保持了良好的协作关系,它的慈善救助弥补了政府社会职能的不足。南京国民政府建立后,颁布了一系列监督慈善团体的法规,给上海地方政府对新普育堂的监督提供了法律依据,政府与新普育堂之间在保持相互协作的同时,加强了对其的监督和控制。

During period of Bei Yang Government because of the weak Central Regime, the assistance to charitable organizations mainly came from the local government. Shanghai local government helped Xin Pu Yu Tang in an active way but didn＇t intervene in its management. The supervision of Xin Pu Yu Tang mainly came from public opinions at that time and Xin Pu Yu Tang and governmental agencies kept good cooperation with each other. Xin Pu Yu Tang offset the deficiency of governmental functions. After the Nanjing National Government was set up, the issuing of a series of laws of supervising charitable organizations provided Shanghai local government with legal foundation for its supervision. The government retained good cooperation with Xin Pu Yu Tang and simultaneously strengthened its supervision and control.
