“技工荒”和“知识失业”并存的经济学分析

An Economic Analysis of the Coexist of "Mechanics Shortage" and "Knowledge Unemployment"

以人力资本结构与产业结构的关系为切入点,分析我国对各阶段教育的投入以及现有产业结构派生的对各阶段教育的需求状况,结果表明:高等教育领域投入相对较多,而职业技术教育被忽视,导致我国教育结构超前。由此引起人力资本供给结构与现有经济发展水平下产业结构派生出来的对人力资本的需求结构不匹配,出现了“技工荒”和“知识失业”并存的局面,针对这一问题提出了相应的政策建议。

Based on the relationship between the human capital structure and the industrial structure,the paper analyses the inputs of various stages of education and its needs derived from the existing industrial structure.It is concluded that there are excessive input of higher education and neglect of vocational and technical education,leading to the improper education structure.As a result, the supply structure of human capital and the demand derived from industrial structure don't match,which results in the coexist of 'mechanics shortage' and 'knowledge unemployment'.Finally,the paper advances corresponding policy suggestions.
